I-TECH Collaborates with Africa CDC to Enhance Public Health Informatics Capacity

In partnership with PATH, the International Training and Education Center for Health (I-TECH) and Digital Initiatives Group at I-TECH (DIGI) at the University of Washington (UW), are providing technical assistance to the Africa Center for Disease Control and Prevention’s (Africa CDC) African Epidemic Service Public Health Informatics (AES-PHI) Fellowship.

The two-year fellowship will gather mid-career professionals working in computer science, information systems or public health  practice. Fifteen African fellows will be selected for the first cohort after a call for applications from Africa CDC.

“If recent epidemics of COVID-19, cholera, and mpox have taught us anything, it’s that diseases can easily cross borders and that decision makers and heath leaders in every country need information at their fingertips that allows them to take action to protect the health of their populations,” said Dr. Puttkammer.

“We need data systems that are robust, based on standards, that collect timely and accurate data and allow for the integration and visualization of these data so that it can feed into public health decision making,” she continued. “To get there, we first need the people who can lead and manage these systems.”

The AES-PHI fellowship is a part of three tracks: applied field epidemiology, public health informatics, and leadership in laboratory science. These fields are critically important to respond to both epidemics within countries and pandemics that cross borders—the fellowship will address working across these disciplines so that the best information can be brought to bear in solving public health challenges.

The PHI curriculum includes topics such as data collection methods, data systems, interoperability, data science and machine learning. The innovative training model is 80% practical and 20% instructional, delivered through virtual sessions and in-person training at Africa CDC in Addis Ababa, Ethiopia. Practical learning intervals will be hosted at designated sites, including in Democratic Republic of the Congo, Kenya, Morocco, Senegal, and Zambia. Each fellow will be placed within a national health institute or ministry of health and have opportunities to apply their learning in practice.

The fellowship structure and curriculum are built on a series of consultative planning workshops with a Technical Advisory Group (TAG) convened by Africa CDC. The AES-PHI TAG includes representatives from Africa CDC, the Pan African Health Informatics Association (HELINA), the U.S. Centers for Disease Control and Prevention (CDC), PATH, UW, Resolve to Save Lives, the African Field Epidemiology Network (AFENET), and numerous faculty members from African universities.

“Health informatics is a novel field of study in most African countries,” said Anne Njoroge, project lead for the DIGI/UW team and Africa TAG member. “As such, there is a clear gap in the number of highly skilled health informatics professionals, especially in the public sector. Accelerating the pipeline for these professionals through AES-PHI will be critical for digital transformation of public health in Africa.”

DIGI has worked with the TAG, Africa CDC workforce development team, PATH, and CDC to standardize competencies and develop and validate the AES-PHI curriculum for in-person and virtual learning. DIGI has also supported hosting of the curriculum within Africa CDC’s online learning management system, the AES-PHI application process, faculty recruitment, host site and mentor orientation, and program monitoring and evaluation.

“I have seen such great excitement among my colleagues across the African continent,” said Robert Oboko, faculty in the Department of Computing and Informatics at the University of Nairobi and Africa TAG member. “These trained professionals will lead the way toward strengthening health information systems across the African continent.”

 

I-TECH Network Presents at End-of-Year Conferences

It was a busy fall season for teams throughout the I-TECH Network, several of which had robust representation at end-of-year conferences including the International Conference on AIDS and STIs in Africa (ICASA) 2023 the Global Digital Health Forum (GDHF) 2023.

Welcome additions to I-TECH’s regular lineup of conferences were Infectious Disease Week (ID Week) 2023 and the 40th Annual Oregon Rural Health Conference, attended by representatives of I-TECH’s new network partner, the UW Center for Stewardship in Medicine (CSiM).

I-TECH Presents Laboratory Systems Strengthening Data at ASLM 2018

Representatives from the International Training and Education Center for Health (I-TECH) attended the fourth international African Society for Laboratory Medicine (ASLM) conference in Abuja, Nigeria, on 10-13 December 2018.

The theme this year focused on the role of laboratories in preventing and controlling the next pandemic. I-TECH had seven abstracts accepted at the conference that highlighted the laboratory systems strengthening work done by I-TECH in Cambodia, Côte d’Ivoire, and Zambia. The full abstracts presented by I-TECH can be found in the ASLM 2018 Conference Abstracts Conference Book.

Oral Abstracts

  • Siew Kim Ong, I-TECH Cambodia Project Coordinator, was lead author and presenter for the “Improved Laboratory Compliance to Quality Standards in Cambodian Laboratories through On-site Trainings.” This abstract reviewed the effect of training in 12 I-TECH-mentored laboratories in Cambodia on laboratory processes (Page 27).

Poster Sessions

  • Nayah Ndefru, I-TECH Seattle Laboratory Strengthening Specialist, presented an abstract titled, “Effectiveness of Using a Mixed Approach of On-site Mentoring and Tele-mentoring for Improving Laboratory Quality Management Systems: Lessons From Cambodia.” The presentation looked at the lessons learned in the implementation of a Quality Management System (QMS) in 12 national hospital laboratories throughout Cambodia and the 2018 pilot approach to addressing the QMS gaps identified in an earlier baseline survey (Page 55).
  • Larissa Koffi, I-TECH Côte d’Ivoire RTCQI Specialist, presented two posters: One titled, “Analysis of EQA HIV Serology Data in Côte d’Ivoire Reveals Gaps in Quality Testing.” The second poster was “Analysis of HIV Point of Care Testing Sites in Côte d’Ivoire Reveals Gaps in Tester Competence.” The posters displayed the results of a retrospective study that can inform strategies and interventions for improved quality at HIV testing sites (Page 200).
  • Sylvestre Kone, I-TECH Côte d’Ivoire Laboratory Quality Specialist, presented a poster titled “Improving Quality and Capacity of the Laboratory System in Côte d’Ivoire.” The poster detailed the work the team is doing to train and mentor laboratory staff in hospital laboratories towards achieving international quality standards (Page 242).
  • Felicity Gopolang, I-TECH Laboratory Mentor Consultant, presented a poster titled, “Implementation of a Professional Development Program in Laboratory Leadership and Quality Management in Zambia from 2016-2018.” The poster outlined the impact of the Program on quality improvement (Page 206).
  • Pat Sadate-Ngatchou, I-TECH Seattle Senior Laboratory Advisor, was lead author on the poster titled “Improvement of Quality Practices within HIV Point-of-Care testing (POCT) Sites in Côte d’Ivoire Through Implementation of the Rapid Test Continuous Quality Improvement (RTCQI),” which explored the impact of the implementation of RTCQI in POCT site audits (Page 246).

Certificate Program in Laboratory Leadership and Management

The I-TECH Certificate Program in Laboratory Leadership and Management (CPLLM) was a nine-month course that trained laboratory staff in supervisory positions leadership and management skills to make substantive and impactful improvements in laboratory testing quality and operations. The program was developed in 2013 and first piloted in 2014.

Lab Managers in Zambia Earn Certificate in Leadership and Management

At a December ceremony in Lusaka, Zambia, a group of health laboratory supervisors completed the Certificate Program in Laboratory Leadership and Management, a blended-learning course developed and conducted by faculty and staff the International Training and Education Center for Health (I-TECH) at the University of Washington. The program was implemented in partnership with the American International Health Alliance (AIHA), the U.S. Centers for Disease Control and Prevention, and the Zambian Ministry of Health (MOH).

Effective leadership and management in laboratory settings are critical to providing timely detection, surveillance, and response to infectious diseases. Strengthening these skills has a direct, positive effect on quality of care and the capacity of low-resource countries to reach epidemic control.

The 16 managers, recruited from MOH public health laboratories, participated in nine months of online learning, face-to-face meetings, and mentorship. Courses covered leadership and management skills, and also topics related to implementing diagnostic technology, managing and communicating laboratory information. Participants also designed and implemented a capstone project designed to improve their laboratories’ operations. Online modules were developed with support from the UW Department of Global Health’s E-Learning Program (eDGH).

This certificate program is intended for middle- to senior-level clinical and public health laboratory leaders such as managers and directors, medical technologists, health scientists, and physician scientists interested in improving medical laboratory operations and evidence-based health policymaking. The blended-learning format allows participants to remain employed during their studies.
